Hours: Monday through Friday 8:00 am until 4:30 pm. Evening and weekend hours may be required.
This position reports directly to the Executive Director.
Summary of Job Duties: This position is a full time position that includes planning, organizing, supervising, administering, monitoring, and evaluating the Developmental Disabilities program. Coordinates elements of this program and relating them to the supports needed by individuals with developmental disabilities and their families in order for them to live an enhanced quality of life in their local community.

Essential Duties and Responsibilities:
- Plan, direct, coordinate, monitor, evaluate, and supervise the work of the Michelle P. Coordinator, the SGF Support Coordinators, Adult Day Training Instructors, Supported Employment Supervisor, Individualized Support Coordinator, Crisis Response/Prevention and Stabilization Coordinator, Respite Care Supervisor, SGF/PASRR Coordinator and other personnel working with individuals with developmental disabilities.
- Elicit input from individuals/families, community, and other providers, and staff in Program Development and responding to community needs.
- Utilize Outcome Performance Measures in staff supervision.
- Provide Consultation and Education Programs to community organizations and leads for the D/ID Program.
- Initiate financial support contracts and writes grants for the program.
- Serves on the Regional Executive Committee, and Regional Evaluation Committee.
- Monitor/review claims submitted to Frankfort on a monthly basis in regards to Child and Adult Day Care Food Service Program.
- Maintain the enrollment in the Community Habilitation Programs at an average of over twelve (12) with an ADA based on staff utilized during the year per Instructor and Team Manager and operating a minimum of six (6) hours per day.
- Provide inservice training and consultation for all D/ID staff.
- To maintain the ADA of the Staffed Residences at 2.7.
- To oversee the Dietary Program, i.e. identify, write, implement, and monitor the Dietary Policies and Procedures, schedule and monitor the activities of the Dietician.
- To continue to work with the Division of Mental Retardation Staff in Frankfort, KY to obtain additional funding for the D/ID programs.
- To assume responsibility for completing the D/ID State Plan and Budget (per fiscal year.)
- Insure the completion of Monthly and/or Quarterly Reports for Crisis Response Prevention and Stabilization, Supported Employment, PASRR, Individualized Supports, etc.
- To participate in the U & R Medical Record Review process to insure that every eligible client in the D/ID Program has appropriate documentation in the medical record, e.g., income eligibility, application, diagnosis (with psychological), treatment plan, psychosocial, staff notes, etc.
- To serve as an active member of the Human Rights Committee, Behavior Intervention Committee, Regional Executive Committee, Incident Report Committee, and Periodic Performance Review.
- To review and approve claims for food reimbursements for all Community Habilitation Programs per the D/ID Administrative Assistant.
- To work with the Department for Vocational Rehabilitation Services and the Department of Social Services to increase the enrollment in the various Supported Employment Programs per the Supported Employment Coordinator.
- To maintain the SCL/DID Program at a minimum of seventy (70) clients 100% of the time and to request and additional or expansion of the Program for District XIII per SCL Program Director.
- Monitor monthly income and expenses for SCL, SGF, Vocational Rehabilitation, Michelle P., and various grants, etc.
- To provide for client participation in Special Olympics annually.
- To review the D/ID staff annual Outcome Performance Measures.
- To implement a Continuous Quality Improvement Program for D/ID services, e.g. utilizing the 21 Personal Outcome Measures 4 times a year, on-site program reviews, medical record reviews, inservice training reviews, safety reports, incident reports, medication monitoring, monthly Case Management monitoring, etc.
- To attend in-state workshops to develop more effective clinical skills and to become aware of the trend(s) and best practices in D/ID services.
- To evaluate direct service time of all D/ID staff on a monthly basis, e.g. utilizing the reports from Patient Accounts Coordinator.
- To monitor monthly overtime of all D/ID staff.
- To develop and monitor SCL compliance requirements and reduce audit exceptions.
- To develop and monitor Michelle P. compliance requirements and to reduce audit exceptions.
- To review and approve all incident reports, as well as to compile quarterly and annual reports that identify patterns and trends, analyze data, make recommendations to reduce incident reports, and monitor compliance with recommendations.
- To collect, monitor, and analyze the fire drills and disaster drills for the Adult Day Training programs per the D/ID Administrative Assistant.
- To identify, write, implement, review, and revise all policies and procedures that relate to the D/ID program.
- Develop “a marketing plan perspective among staff” and promote positive public relations on a daily basis.
- Develop a working knowledge of the CMHC contract with DMHDDAS; with Agency Budgeting, with Joint Commission requirements, with SCL and Michelle P. waivers, and other regulations relative to D/ID services.
